ALBANY - Ted Hallman, 65, passed away peacefully at home on Wednesday July 16, 2025. Born and raised in Central NY, Ted began his career with NY State as an intern in the State senate where he quickly became a legislative aide. He then worked in State Operations before becoming the Executive Deputy Director for the NYS Division of Criminal Justice Services. In the aftermath of 9/11 Ted was critical in forming the State’s WMD Task Force and the Office of Homeland Security where he would become the Division of Homeland Security and Emergency Services 1st Deputy Commissioner, a role from which he would retire. Ted is survived by his loving wife Teresa, his son Ryon, his mother Carla and his brother Hans and his wife Lara, beloved sisters-in-law Melita, Bernadette, Carolyn and brother-in-law Arthur. Ted was a doting uncle to his nieces and nephews. He loved his dogs Rufus, Grace and Stella. Ted was an avid reader, photographer and sports fan of the Bills and the Red Sox.
A Mass of Christian Burial will be celebrated on Thursday, July 24, 2025 at 11 am in St. Francis of Assisi Church 391 Delaware Ave., Albany. Relatives and friends are invited and may also visit with Ted's family at St. Francis Church prior to his Mass from 10 to 11 am. Interment will be at a later date in Evergreen Cemetery, Cazenovia, NY.
